OLD LYME INLAND WETLANDS AND WATERCOURSES COMMISSION
SPECIAL MEETING SITE WALKS
SATURDAY, OCTOBER 18, 2008
8:30 A.M. MEET AT 16 MANSEWOOD ROAD
OLD LYME, CT.

8:30 a.m. - Call to order at 16 Mansewood Road – Joan Bozek and Robb Linde
Present were Members Janet Bechtel, Dave McCulloch, and Mike Moran, Enforcement Officer Ann Brown, and Robb Linde (member) representing himself.  The Commission walked the site and observed that the wetlands (possible vernal pool) were separated from the areas of disturbance by a rock ledge, and any runoff from the proposed disturbed areas would not flow toward the regulated area.

9:00 a.m. – John P. Sherigan – 4 Longacre Lane – 2 Story Addition to Single Family Dwelling.
Robb Linde joined the Commission as a member for the remainder of the sitewalks.  The Commission walked the site and observed that the lawn has been established in the wetlands area, and that several trees have been cut in the wetlands area recently.  The Commission expects to recommend that the wetlands area that is currently lawn be converted to a vegetated buffer area by allowing the ferns and wetlands plants to reestablish themselves; that this area should be mowed or cut only once or twice each year, and that no more trees should be cut down in the wetlands area.  The area to be converted to buffer area is south of a line between two large trees which are at the edge of the slight drop off in the lawn.  Any stockpiles of dirt must be kept north of the silt fence.  

9:30 a.m. – Wayne Whipple – 308 Ferry Road – Construction of additions.
The Commission walked the site and the areas of the proposed additions to the house.  The Commission observed that there had been clearing in a portion of the wetlands in order to open up a view of the marsh and the bridge on Route 156.  The Commission expects to order that no more clearing of any kind be done in the wetland areas, and that in the cleared area the plants should be allowed to regrow and to reestablish.  A 10 to 15 foot wide vegetated buffer area in the back yard along the western edge of the wetlands should be established and mowed only once or twice each year.  A silt fence should be installed around the topsoil/wood pile in the front yard, and the existing silt fence should be repaired.  Roof leaders on the south eastern rear corner of the house should be directed into a dry well so that the water can infiltrate into the ground.  A retaining wall will be constructed adjacent to the north east corner of the house.

10:00 a.m. – Michael Brady – 83 Shore Drive – Repair existing decaying deck
The Commission walked the site and observed the deck work which has been essentially completed.  The decks have been replaced in the same locations as they were originally; however the upper deck has been extended out over the deck below, and the lower deck has been extended over the edge of the retaining wall rather than stopping at the retaining wall.

The meeting was adjourned at 10:30 A.M.
